Besides, it is necessary to excavate the outflow of the outpost of the first phase of dug drainage of Kobadak Nand and to fill the filling portion of the Kobadak Nand creek portion from the Salikha to Amadi in Tala upazila. Apart from this, Upper Bhairab river has been filled up from Kotchandpur upazila to Mahespur upazila at Jheneidah zilla and to Tahirpur of Chougacha upazila at Jessore district and canals connected with the Kobadak river under Chougacha, Jhikargachha, Manirampur and Kolaroa upazilas have lost navigability. Beel Kapalia was scheduled to operate for TRM in 2012, under the project titled "Bhabodah and adjacent areas water logging removal project in Jessore Zilla (1st Phase) " in Jessore District But due to the opposition and restrictions of the local vested quarter, it was not possible to implement the TRM's program in Beel Kapalia. It is to be noted that in the year 2013, the 7-year term TRM operation in Beel Khukshia was stopped. it is not feasible to operate the Beel Kapalia TRM, after the TRM of beel Khukshia, since the year 2015 , the sea-laden sediments have gradually filled the rivers and canals in this areas.
Due to tidal tides in the dry season, the abundance of silt flows through the Teligati-Bhadra-Hari river. Gradually, under the Mukeshwari-Teka-Hari river and its adjacent canals, the elevation of the canals is greatly increased and the drainage capacity is reduced. As a result, due to the elevation of the ground floor of the river and the bottom of the canal, the rainwater in the affected area is interrupted by the drainage of the river through the beels and canals. As a result, about 73,400 hectares areas of the four upazilas of Sadar (partial), Abhaynagar, Manirampur and Keshabpur are affected due to severe water logging in every monsoon season. As a result, in the year 2016 and 2017, severe water logging took place.
In this regards to remove water logging and to develop sustainable water management in Bhabodah and adjacent beel areas, a consulting firm IWM has been appointed for making recommendations by feasibility study. According to the recommendations of IWM, a project proposal for the water logging remove in the Bhabodah and adjacent beel areas namely "Bhabodah and adjacent areas water logging removal project Jesore Zilla (2nd Phase)" is currently underway in the Ministry of Water Resources.
